History of Fraud

If you’ve been in Oregon long, it won’t shock you to hear that not all initiative petition signatures are obtained legitimately. In court testimony, circulators have described “writing circles,” where forgers pass petition sheets around and copy signatures from old petitions on to new ones.

In order to speed up the process, they’d often use carbon paper to transfer voter information from one sheet to the next. This practice was explicitly banned in 2008, but not before Kevin Mannix and Bill Sizemore had taken advantage of this loophole on thousands of sheets for 2008 ballot measures.

Our Oregon examined the signature sheets and exposed the practices in the summer of 2008. We talked to four voters whose names were on sheets they said they didn’t sign.
